Egypt Signs PPA for 407 MW Zafarana Wind Farm with Alcazar Energy

Egypt has signed a power purchase agreement (PPA) with UAE-based renewable energy developer Alcazar Energy for a 407 MW wind power project in Zafarana, strengthening the country’s pipeline of large-scale renewable energy developments.

The agreement was signed between the Egyptian Electricity Transmission Company (EETC) and Alcazar Energy.

Egypt’s Cabinet approved the PPA on 30 July 2026, alongside a land usufruct agreement between the New and Renewable Energy Authority (NREA) and Alcazar Energy.

The project will be developed under a build-own-operate (BOO) model, with EETC purchasing the electricity generated by the wind farm under the long-term agreement. Commercial operations are targeted for 2028.

Once operational, the project is expected to provide clean electricity to approximately 775,000 households, adding substantial renewable generation capacity to Egypt’s power system.

The development forms part of efforts to repower the Zafarana wind complex, an established renewable-energy site on Egypt’s Red Sea coast.

Much of the site’s existing turbine fleet is approaching the end of its operating life, creating an opportunity to replace older equipment with newer, higher-capacity technology.

Alcazar Energy has outlined a broader investment programme at Zafarana, including a planned 3.1 GW hybrid renewable-energy development comprising approximately 2 GW of solar and 1.1 GW of wind capacity.

Egypt’s longer-term repowering plans for the wider Zafarana area envisage up to 5.2 GW of combined wind and solar capacity.

The 407 MW project adds to Alcazar Energy’s growing renewable-energy portfolio in Egypt.

In May 2026, the company was also reported to be advancing 1.5 GW of wind projects in Zafarana and south Hurghada, including a 500 MW project in Zafarana and a 1,000 MW development in south Hurghada.

The project is part of Egypt’s wider renewable-energy expansion, which includes increasing private-sector participation in generation and improving the country’s ability to integrate additional renewable power into the national grid.

The Zafarana development will therefore contribute additional wind-generation capacity while supporting the gradual modernisation of one of Egypt’s established renewable-energy zones.
